Retrograde Mercury in Fourth House in Capricorn

When retrograde Mercury is placed in the fourth house of a horoscope in Capricorn, Libra rises in the ascendant. Mercury rules the ninth and twelfth house. In general, it is partly benefic and partly malefic here, though the benefic part is higher, in most cases.
